簡介:內(nèi)容提要內(nèi)容提要自20世紀(jì)另一方面,許多航天大國越來越多地將民用航天活動移交給私人企業(yè)經(jīng)營,私人企業(yè)參與航天活動的深度和廣度達(dá)到了前所未有的高度,出現(xiàn)了所謂航天活動主體多元化的趨勢。航天技術(shù)的商業(yè)化和航天活動主體的多元化趨勢,構(gòu)成航天產(chǎn)業(yè)采取市場化的運(yùn)行機(jī)制的基礎(chǔ),因而航天產(chǎn)業(yè)與市場運(yùn)行機(jī)制的兼容也就成了大勢所趨。然而航天產(chǎn)業(yè)畢竟是一個特殊的產(chǎn)業(yè),如何實(shí)現(xiàn)航天產(chǎn)業(yè)與市場運(yùn)行機(jī)制的結(jié)合一直是我國航天產(chǎn)業(yè)理論研究和實(shí)踐部門所關(guān)注的問題。本研究報告對我國航天產(chǎn)業(yè)的運(yùn)行機(jī)制進(jìn)行了全方位的審視和剖析,對航天產(chǎn)業(yè)的結(jié)構(gòu)特征以及航天產(chǎn)業(yè)在運(yùn)行機(jī)制上與市場經(jīng)濟(jì)的差異性和兼容性問題進(jìn)行了系統(tǒng)的和深層次的分析,探討了航天產(chǎn)業(yè)引入市場運(yùn)行機(jī)制的前提條件及我國航天產(chǎn)業(yè)引入市場運(yùn)行機(jī)制的障礙,并從制度層面,提出了航天產(chǎn)業(yè)轉(zhuǎn)變運(yùn)行機(jī)制的政策主張。本研究報告的主要結(jié)論如下1隨著我國市場經(jīng)濟(jì)體制的確立和逐步完善,特別是經(jīng)濟(jì)全球化的加速,在傳統(tǒng)的計(jì)劃經(jīng)濟(jì)體制下形成的航天產(chǎn)業(yè)運(yùn)行機(jī)制。從總體上已不能適應(yīng)航天產(chǎn)業(yè)的發(fā)展要求,因此,改革航天產(chǎn)業(yè)的傳統(tǒng)運(yùn)行機(jī)制,建立適應(yīng)市場經(jīng)濟(jì)的航天產(chǎn)業(yè)運(yùn)行機(jī)制勢在必行。這種必要性主要體現(xiàn)在以下兩個方面一是提高航天產(chǎn)業(yè)運(yùn)行效率的必然要內(nèi)容提要6航天產(chǎn)業(yè)引入市場運(yùn)行機(jī)制的另一個十分重要的問題是如何建立與市場供求關(guān)系相適應(yīng)的航天產(chǎn)品價格形成機(jī)制,其中最主要困難在于航天軍品的價格形成機(jī)制上,為此必須結(jié)合我國的實(shí)際,探索符合市場供求關(guān)系的且切實(shí)可行的航天軍品價格形成機(jī)制,要實(shí)現(xiàn)這一目標(biāo),必須改革航天軍品定價基石任,精簡定價成本的內(nèi)容、引進(jìn)市場機(jī)制、簡化航天軍品定價和審價程序、規(guī)范航天軍品價格的管理模式。7構(gòu)建適應(yīng)社會主義市場經(jīng)濟(jì)的航天人才機(jī)制,對于航天產(chǎn)業(yè)建立適應(yīng)市場經(jīng)濟(jì)的運(yùn)行機(jī)制具有重要意義,為此必須制定合理的收入分配機(jī)制、創(chuàng)造良好的人才成長環(huán)境、建立適應(yīng)市場經(jīng)濟(jì)的人才管理與培養(yǎng)機(jī)制同樣地,培育適應(yīng)市場經(jīng)濟(jì)的企業(yè)文化,對于促進(jìn)航天產(chǎn)業(yè)的進(jìn)一步發(fā)展也具有重要的意義。本文認(rèn)為航天企業(yè)要迎接幣場竟?fàn)幍奶魬?zhàn),應(yīng)該著重培育以下四種企業(yè)文化“繼往開來”的精神文化、“以人為本”的東方管理文化、“團(tuán)結(jié)協(xié)作”的團(tuán)隊(duì)文化、“開拓進(jìn)取”的創(chuàng)新文化。關(guān)健詞市場運(yùn)行機(jī)制航天產(chǎn)業(yè)

簡介:中國加入世貿(mào)組織后,國際宇航公司間的競爭更加激烈,國民經(jīng)濟(jì)對空間技術(shù)及其產(chǎn)業(yè)化的需求更加廣泛,也對航天技術(shù)的發(fā)展提出了更高要求。為了實(shí)現(xiàn)“發(fā)展數(shù)字航天、鑄造國際一流宇航公司”的宏偉目標(biāo),中國航天企業(yè)就必須按照“以信息化帶動工業(yè)化”的戰(zhàn)略方針,大力推進(jìn)航天企業(yè)信息化建設(shè)。企業(yè)資源計(jì)劃ERP系統(tǒng)是航天企業(yè)信息化建設(shè)的核心內(nèi)容,ERP系統(tǒng)在航天企業(yè)的成功實(shí)施,必將大大提高航天企業(yè)內(nèi)部管理水平、增強(qiáng)中國航天企業(yè)的整體國際競爭力。本文以中國航天企業(yè)作為研究背景,主要研究了基于WEB開發(fā)技術(shù)的航天ERP系統(tǒng)架構(gòu)模型,并利用該模型設(shè)計(jì)和實(shí)現(xiàn)了航天生產(chǎn)計(jì)劃管理和庫存管理兩大子系統(tǒng)。通過對航天ERP系統(tǒng)的設(shè)計(jì)、實(shí)施以及相關(guān)技術(shù)的研究,主要取得了以下成果1根據(jù)航天企業(yè)的特點(diǎn),構(gòu)建了一個基于WEB技術(shù)的航天ERP系統(tǒng)架構(gòu)平臺。2將WEB開發(fā)技術(shù)和現(xiàn)代企業(yè)管理思想有機(jī)的結(jié)合,設(shè)計(jì)和實(shí)現(xiàn)了航天生產(chǎn)計(jì)劃管理子系統(tǒng)和庫存管理子系統(tǒng)。3生產(chǎn)計(jì)劃子系統(tǒng)的成功實(shí)施,解決了手工計(jì)劃效率低、難度大、多型號并行生產(chǎn)時資源嚴(yán)重沖突的問題,提高了生產(chǎn)計(jì)劃的可行性;庫存管理子系統(tǒng)的成功實(shí)施,解決了因盲目采購引起庫存大量積壓的問題,大大減低了型號研制成本。4通過對多家航天研究所的詳細(xì)調(diào)研,深入了解中國航天企業(yè)信息化建設(shè)的現(xiàn)狀和企業(yè)管理模式的特點(diǎn),分析了各種ERP系統(tǒng)在航天企業(yè)實(shí)施失敗的主要原因,探索出一條在航天企業(yè)實(shí)施ERP系統(tǒng)的可行之路。
