簡(jiǎn)介:航天單位后勤改革與發(fā)展研究航天單位后勤改革與發(fā)展研究THEAEROSPACEUNITSLOGISTICREFMDEVELOPMENTRESEARCH學(xué)科專業(yè)工商管理研究生蔣向東指導(dǎo)教師劉金蘭教授天津大學(xué)管理與經(jīng)濟(jì)學(xué)部二零一二年十月摘要摘要“后勤”,是軍隊(duì)、軍工單位、科研單位、高校等后方勤務(wù)的簡(jiǎn)稱。它是軍隊(duì)用于軍隊(duì)保障單位的軍事概念和軍事術(shù)語(yǔ)。它在現(xiàn)代漢語(yǔ)詞典的表述“是指后方對(duì)前方的一切供應(yīng)工作。也指機(jī)關(guān)、團(tuán)體中的行政事務(wù)性工作”。傳統(tǒng)航天單位后勤是原有的經(jīng)濟(jì)體制時(shí)期的特殊條件下所誕生的,它的存在應(yīng)該有這么幾個(gè)前提行政管理下的條塊分割和計(jì)劃經(jīng)濟(jì)所產(chǎn)生的行政一把手說(shuō)了算的模式;生產(chǎn)力水平不足和大鍋飯的供給制;干好干壞都由國(guó)家與單位買單的分配制度;工資制度依然體現(xiàn)著所謂的“社會(huì)主義優(yōu)越性”的高福利和追求相對(duì)公平的低水平。隨著我國(guó)市場(chǎng)經(jīng)濟(jì)體制的不斷完善,后勤在社會(huì)中生產(chǎn)生活方式發(fā)生了翻天覆地的變化,改革成為后勤發(fā)展必由之路。本文闡述了為使航天后勤改革能夠徹底改變發(fā)展不均等、發(fā)展不到位、發(fā)展沒(méi)方向的問(wèn)題,就要將以往工作中的后勤發(fā)展過(guò)程中出現(xiàn)的問(wèn)題進(jìn)行分析,并上升到理論的高度上。如何認(rèn)識(shí)改革、把握改革要有一定的戰(zhàn)略眼光,保證后勤改革能夠取得實(shí)效,具有前瞻性的政策導(dǎo)向和改革措施才能確保戰(zhàn)略的實(shí)現(xiàn)。所以作為快速發(fā)展的航天后勤單位,更需要在改革中建立自身的戰(zhàn)略研究,同時(shí)需要自己的理論,戰(zhàn)略不完善,理論的缺失,后勤改革的實(shí)踐將是一片黑暗。航天后勤的改革與發(fā)展之路通過(guò)對(duì)新時(shí)代的現(xiàn)代企業(yè)管理手段與航天未來(lái)發(fā)展形式相結(jié)合提出航天后勤新的管理模式與發(fā)展方向。未來(lái)的航天后勤,將成為國(guó)際型企業(yè)集團(tuán),努力實(shí)現(xiàn)“太空經(jīng)濟(jì)”設(shè)想,為中國(guó)航天事業(yè)再創(chuàng)輝煌。航天人翹首企盼太空經(jīng)濟(jì)時(shí)代如期而至,新的歷史起點(diǎn)上將落下航天人的足跡,航天科技工業(yè)新體系將以創(chuàng)新型、開(kāi)放型、融合型為我們的構(gòu)建目標(biāo),又快又好的發(fā)展航天第三產(chǎn)業(yè),盡早實(shí)現(xiàn)航天科技工業(yè)的新輝煌,以航天工業(yè)作為富國(guó)強(qiáng)軍、太空經(jīng)濟(jì)發(fā)展、科技發(fā)展的有力推手,引領(lǐng)中國(guó)航天的不斷發(fā)展和進(jìn)步,實(shí)現(xiàn)從航天大國(guó)向航天強(qiáng)國(guó)邁進(jìn)偉大夙愿,這就是我們中國(guó)航天人義不容辭的戰(zhàn)略使命。關(guān)鍵詞關(guān)鍵詞航天后勤系統(tǒng)重組太空時(shí)代

簡(jiǎn)介:西南財(cái)經(jīng)大學(xué)碩士學(xué)位論文三線軍工企業(yè)股份制改造的探討貴州航天電器股份公司改制方案設(shè)計(jì)及評(píng)析姓名楊武申請(qǐng)學(xué)位級(jí)別碩士專業(yè)工商管理(MBA)指導(dǎo)教師穆良平20011101第一部分介紹了改制企業(yè)的特殊情況和背景,并著重討論了企業(yè)經(jīng)濟(jì)效益低下的幾個(gè)原因,強(qiáng)調(diào)這一類特殊企業(yè)可以通過(guò)股份制改造轉(zhuǎn)換經(jīng)營(yíng)機(jī)制建立現(xiàn)代企業(yè)制度,通過(guò)優(yōu)化資源配置、進(jìn)入資本市場(chǎng)、參與全面競(jìng)爭(zhēng),讓企業(yè)獲取更大的發(fā)展空間。第二部分完整地介紹了對(duì)貴州航天電器股份有限公司股份制改造整個(gè)方案的設(shè)計(jì)。第三部分側(cè)重對(duì)設(shè)計(jì)的方案進(jìn)行其特殊性的剖析。其中主要討論了幾個(gè)特殊點(diǎn)首先是對(duì)其改造模式進(jìn)行分析,指出對(duì)模式的選擇應(yīng)該結(jié)合企業(yè)的實(shí)際情況來(lái)綜合考慮。然后對(duì)改制中非經(jīng)營(yíng)性資產(chǎn)的剝離、無(wú)形資產(chǎn)的特殊處理,以及對(duì)三線支邊職工的特殊處理進(jìn)行分析,提出自己的見(jiàn)解。最后,對(duì)軍工企業(yè)的激勵(lì)機(jī)制進(jìn)行探討。本文的主要貢獻(xiàn)在于1、從選題來(lái)看,它不是一個(gè)虛擬的課題。而是在我國(guó)國(guó)有企業(yè)改革中所面臨的一個(gè)艱難的課題,其研究具有十分重要的現(xiàn)實(shí)意義。2、本文側(cè)重于對(duì)企業(yè)改制中所面臨的特殊難題進(jìn)行研究,并提出解決的參考辦法,同時(shí)針對(duì)其可能碰到的影響因素進(jìn)行分析,具有一定的可操作性。由于作者水平有限,本文存在著許多不足甚至是錯(cuò)誤之處,還望批評(píng)指正。關(guān)鍵詞軍工企業(yè)改制重組
