    • 簡(jiǎn)介:福建師范大學(xué)碩士學(xué)位論文我國(guó)現(xiàn)階段高等職業(yè)教育公平問題研究以福建省為例姓名葉菁申請(qǐng)學(xué)位級(jí)別碩士專業(yè)教育管理指導(dǎo)教師趙麟斌20100501中文文摘胡錦濤同志在黨的十七大報(bào)告中指出“教育公平是社會(huì)公平的重要基礎(chǔ)”,并將發(fā)展教育作為加快推進(jìn)以改善民生為重點(diǎn)的社會(huì)建設(shè)的六大任務(wù)之一。作為教育中重要一分子的高等職業(yè)教育,其公平性同樣是構(gòu)成社會(huì)的重要基礎(chǔ),在國(guó)家一再強(qiáng)調(diào)要大力發(fā)展職業(yè)技術(shù)教育的時(shí)刻,特別值得我們深入研究和高度重視。高等職業(yè)教育資源短缺、供給不足是長(zhǎng)期以來制約我國(guó)高等教育公平的主要瓶頸,大力發(fā)展高等職業(yè)教育、推進(jìn)高等教育大眾化是增進(jìn)教育公平的必然選擇。由于“精英教育”慣性、泛化“效率優(yōu)先”原則和高職教育制度變革滯后等原因,滋生、繁衍、積累了大量的非公平現(xiàn)象。高等職業(yè)教育在發(fā)展進(jìn)程中必須把增進(jìn)教育公平作為基本的價(jià)值取向,增加公共財(cái)政投入,改變社會(huì)觀念,依托市場(chǎng)機(jī)制擴(kuò)大高職教育資源,真正“使無業(yè)者有業(yè),使有業(yè)者樂業(yè)“,促進(jìn)高職教育可持續(xù)發(fā)展,改革招生、用人制度,擴(kuò)大社會(huì)影響力,改善辦學(xué)條件,提高教育教學(xué)質(zhì)量。隨著我國(guó)高等教育大眾化的推進(jìn),高等職業(yè)教育作用已越來越突出,但同時(shí)高等職業(yè)教育也面臨著嚴(yán)峻的挑戰(zhàn),存在著許多困難和問題,其發(fā)展現(xiàn)狀已嚴(yán)重地挑戰(zhàn)了教育公平。在經(jīng)濟(jì)社會(huì)發(fā)展沒有達(dá)到一定程度的情況下,教育是帶有一定程度的公共產(chǎn)品性質(zhì)的稀缺資源,其分配主要由政府公共部門通過財(cái)政手段來掌控。我國(guó)自改革開放以來,經(jīng)濟(jì)發(fā)展水平的提高帶來了教育事業(yè)快速發(fā)展,在教育投入不斷增加的情況下,公民受教育水平與教育質(zhì)量不斷提高。但長(zhǎng)期以來由于教育制度和觀念的偏頗,教育資源配置并不十分合理,從教育結(jié)構(gòu)上來說,在高等職業(yè)教育領(lǐng)域體現(xiàn)得較為明顯。中小學(xué)義務(wù)教育和普通高等教育都得到了充分的重視,而處于夾心層的高等職業(yè)教育卻關(guān)注不夠。而無論是對(duì)于中國(guó)經(jīng)濟(jì)的可持續(xù)發(fā)展,還是對(duì)于建立一個(gè)和諧社會(huì)這樣的政治目標(biāo),高等職業(yè)教育的重要性和緊迫性都應(yīng)當(dāng)?shù)玫匠浞终J(rèn)識(shí)。本文側(cè)重研究福建省高等職業(yè)教育,從起點(diǎn)、過程、結(jié)果分析原因,并提出粗淺的建議。文章大致從以下六個(gè)部分加以闡述第一章緒論,著重闡述兩個(gè)內(nèi)容,一介紹文章選題的由來及研究思路,二闡述國(guó)外關(guān)于教育公平理論的主要觀點(diǎn)。第二章闡述高等職業(yè)教育公平的理論依據(jù)。其中包括國(guó)外關(guān)于教育公平理論的代表觀點(diǎn),并分析高等職業(yè)教育的內(nèi)涵與特性,提出促進(jìn)高等職業(yè)教育公平的意義。第三章主要介紹國(guó)外高等職業(yè)教育公平的經(jīng)驗(yàn),列舉德國(guó)、日本、英國(guó)、美國(guó)的教育模式,并與我國(guó)現(xiàn)行的高度職業(yè)教育制度相比較,提出可借鑒的經(jīng)驗(yàn)。第四章分析福建省高等職業(yè)教育公平發(fā)展現(xiàn)狀及存在問題。福建省的高等職業(yè)教育近幾年發(fā)展迅速,院校數(shù)量以及在校生人數(shù)不斷增長(zhǎng),為福建省的經(jīng)濟(jì)建設(shè)培養(yǎng)了大批技術(shù)應(yīng)用型和高技能人才,但仍存在公平性欠缺之處,主要表現(xiàn)在教育起點(diǎn)不公平、教育過程不公平、教育結(jié)果不公平。第五章根據(jù)之前分析的現(xiàn)狀,提出實(shí)現(xiàn)福建省高等職業(yè)教育公平的對(duì)策。首先通過政府宏觀調(diào)控,從政策面上引導(dǎo)高等職業(yè)教育正確定位其次合理配置教育資源,大力ILI

    • 簡(jiǎn)介:企業(yè)參與高等職業(yè)教育質(zhì)量保障體系研究STUDYONENTERPRISEINVOLVEMENTTOTHEQUALITYASSURANCESYSTEMOFTHEHIGHERVOCATIONALEDUCATION專業(yè)驅(qū)些拉苤熬直堂研究生塞4紅整指導(dǎo)教師I生艷匾教援天津大學(xué)職教學(xué)院二。一一年五月◆中文摘要國(guó)家中長(zhǎng)期教育改革和發(fā)展綱要20102020年明確提出,“要大力發(fā)展職業(yè)教育”,“把提高質(zhì)量作為重點(diǎn)”,“要建立健全職業(yè)教育質(zhì)量保障體系”。高等職業(yè)技術(shù)教育是我國(guó)改革開放后發(fā)展起來的高等教育的重要組成部分,是為我國(guó)經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展培養(yǎng)高級(jí)人才的重要途徑之一,其發(fā)展水平明顯地標(biāo)志著一個(gè)國(guó)家的經(jīng)濟(jì)水準(zhǔn)和生產(chǎn)力程度。所以在新形勢(shì)下,建立和完善與經(jīng)濟(jì)發(fā)展相適應(yīng)的高職教育質(zhì)量保障體系顯得尤為重要。而任何質(zhì)量保障體系如果少了對(duì)最終用戶需求的考慮都必定是不完善的。高等職業(yè)教育的培養(yǎng)對(duì)象是為企業(yè)服務(wù)的,這就同樣要求企業(yè)要參與到高等職業(yè)教育質(zhì)量保障體系中來。當(dāng)前由于企業(yè)對(duì)高職教育質(zhì)量保障體系的參與缺失等原因,我們的高等職業(yè)教育還存在著一些問題,這些問題對(duì)高等職業(yè)教育質(zhì)量的影響正日益突出。本文共分為五章。第一章為緒論部分,主要介紹了研究背景和研究現(xiàn)狀,分析了研究意義,提出了研究的主要內(nèi)容及主要研究方法。第二章介紹了高等職業(yè)教育質(zhì)量保障體系的內(nèi)涵。著重分析了高等職業(yè)教育質(zhì)量保障體系的構(gòu)成及內(nèi)外部質(zhì)量保障體系的相互關(guān)系。在第三章中,主要介紹了我國(guó)企業(yè)參與高等職業(yè)教育質(zhì)量保障體系的現(xiàn)狀與問題。分別從校企合作的認(rèn)識(shí)層面和實(shí)踐層面分析了當(dāng)前企業(yè)參與高等職業(yè)教育質(zhì)量保障體系的現(xiàn)狀與問題,并從國(guó)家、企業(yè)和高職院校的角度分別論述造成問題的原因。在第四章,主要介紹了國(guó)外職業(yè)教育質(zhì)量保障體系企業(yè)參與的主要模式。主要通過對(duì)德國(guó)、美國(guó)、英國(guó)和澳大利亞的職業(yè)教育質(zhì)量保障體系的研究,深入分析總結(jié)了國(guó)外企業(yè)參與職業(yè)教育質(zhì)量保障體系的相關(guān)做法帶來的啟示。第五章提出企業(yè)參與高等職業(yè)教育質(zhì)量保障體系的對(duì)策與建議,主要探討了政府如何從宏觀政策上促進(jìn)企業(yè)參與高等職業(yè)教育質(zhì)量保障體系、學(xué)校如何從高等職業(yè)教育質(zhì)量保障體系內(nèi)部創(chuàng)設(shè)適宜的環(huán)境以促進(jìn)企業(yè)的有效參與、企業(yè)自身如何在高等職業(yè)教育實(shí)施的過程中參與高等職業(yè)教育質(zhì)量保障體系。關(guān)鍵詞高等職業(yè)教育;質(zhì)量保障體系;企業(yè)參與
