    • 簡(jiǎn)介:R769500後旦大擎博士學(xué)位論文學(xué)校代碼10246學(xué)弓10398信用信A.G享和中國(guó)征信模式選擇研究院系專(zhuān)業(yè)姓名指導(dǎo)教師管理科學(xué)系管理科學(xué)與工程張周司春林教授完成日期2003年10月30日承鞠穗復(fù)旦大學(xué)博士論文信用信息麩享和中國(guó)征信模式選擇研究前者由中央銀行等政府部門(mén)發(fā)起,法律規(guī)定,有強(qiáng)制性;而后者是由企業(yè)發(fā)起,非強(qiáng)制性,商業(yè)化運(yùn)作。前者數(shù)據(jù)類(lèi)型和服務(wù)單一,效率較低;后者數(shù)據(jù)類(lèi)型豐富,服務(wù)品種多,效率較高。通過(guò)總結(jié)歐洲和美國(guó)等征信發(fā)達(dá)國(guó)家和地區(qū)的征信機(jī)構(gòu)的運(yùn)作經(jīng)驗(yàn),發(fā)現(xiàn)征信機(jī)構(gòu)運(yùn)作中面臨著共同的重要問(wèn)題,而解決這些問(wèn)題沒(méi)有統(tǒng)一的簡(jiǎn)單方法,而是根據(jù)各自國(guó)家和地區(qū)的市場(chǎng)、法律和習(xí)俗,進(jìn)行權(quán)衡。征信產(chǎn)業(yè)的技術(shù)經(jīng)濟(jì)特征決定了,征信機(jī)構(gòu)為了追求盈利水平提高,會(huì)不斷的擴(kuò)大其數(shù)據(jù)庫(kù)的覆蓋范圍,直到百分之百的獲得了所有客戶(hù)的信息。這種特性在現(xiàn)實(shí)中表現(xiàn)為,征信產(chǎn)業(yè)的發(fā)展過(guò)程就是一個(gè)征信機(jī)構(gòu)不斷合并、集中的過(guò)程。通過(guò)美國(guó)和英國(guó)的征信發(fā)展歷程的研究,也證明了征信產(chǎn)業(yè)具有趨于壟斷的趨勢(shì)。通過(guò)技術(shù)經(jīng)濟(jì)分析,征信產(chǎn)業(yè)具有明顯的網(wǎng)絡(luò)產(chǎn)業(yè)的特征。對(duì)其的管制可以利用來(lái)自網(wǎng)絡(luò)產(chǎn)業(yè)的方法。對(duì)于征信產(chǎn)業(yè)競(jìng)爭(zhēng)或進(jìn)入的管制問(wèn)題,可以分成利用現(xiàn)有網(wǎng)絡(luò)和數(shù)據(jù)進(jìn)入,以及重建網(wǎng)絡(luò)和數(shù)據(jù)方式進(jìn)入兩種情況,通過(guò)對(duì)兩種情況分別征收“產(chǎn)品稅”的方法,達(dá)到社會(huì)效益最優(yōu)的目的。我國(guó)建立征信機(jī)構(gòu)的意義巨大。建立個(gè)人信用制度是社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的內(nèi)在要求,是維持市場(chǎng)經(jīng)濟(jì)秩序的重要保障,也是擴(kuò)大內(nèi)需的迫切要求,并且有利于提高政府執(zhí)行社會(huì)經(jīng)濟(jì)管理職能的效率,以及我國(guó)WTO后,盡快在商業(yè)環(huán)境上與國(guó)際接軌。我國(guó)企業(yè)和個(gè)人征信剛剛起步,尤其是個(gè)人征信業(yè)務(wù),僅在個(gè)別地區(qū)試點(diǎn)。存在著信息源匱乏,法律體系不健全等問(wèn)題困擾。在這種情況下,我國(guó)征信機(jī)構(gòu)應(yīng)當(dāng)屏棄籠統(tǒng)的由中央統(tǒng)一建設(shè)和各地分散建設(shè)的簡(jiǎn)單方案。而應(yīng)采取公共征信機(jī)構(gòu)在現(xiàn)有人民銀行監(jiān)管體系“貸款登記證”系統(tǒng)上進(jìn)一步完善,私營(yíng)征信機(jī)構(gòu)則在各經(jīng)濟(jì)中一TH,城市分別建立,同時(shí)由一系列的配套機(jī)構(gòu)按照市場(chǎng)化的方式彌補(bǔ)沒(méi)有跨區(qū)域征信機(jī)構(gòu)的不足。同時(shí)應(yīng)當(dāng)堅(jiān)持企業(yè)化和商業(yè)化為主,政府從政策上大力支持的建設(shè)模式。關(guān)鍵詞征信、信息共享、運(yùn)營(yíng)模式、模式選擇
