2、ity of “cultural heritage protection“, which reflects the basic process of government and public tensions. First, this paper discussed the natural environment and the historical evolution of the temple named Han. The stu
3、dy found that the historical heritage and the legends were important reasons for the temple’s re- prosperity in 1990s though the re- prosperity was not easy. Then, this paper describes the process of illegal to legal of
4、temple’s, and the reasons of public’s efforts. From the angle of populace, Han’s re- construction was affected by the relaxing of country policy and the rise of circumjacent area folk beliefs. The next two parts discusse
5、d the process of government function to the masses. Grassroots governments changed its role form strong interference to advising, and let the Folk authority to be indirect managers, at the same time. Village cadres becam
6、e a potential support powers by using two “symbol logics“. The fifth part discussed people how to change their survival strategies. To the limitation of development, Grassroots people actively used state discourse modes
7、to achieve a new goal. In this process, Han raised its level form home to area. The sixth chapter analyzes the Han how to grasp the “cultural heritage“ opportunity and people how to get the temple having multiple identit
8、ies to maintain the traditional functions. Conclusion further expounds folk beliefs strength, and the folk how to use spatial order and social order to legalize this temple, and this process marks a rise of folk power. K
