3、 personal rights of citizens and the development of economic society. We cannot restrain the abuse of personal rights unless a system is established to control the situation. Enhance the research of personal rights prote

4、ction and to constitute related laws as soon as possible are two effective ways to accomplish both the economic values and personality values of personal information. We still at the early stage of the research on perso

5、nal information protection. There is still theory diverge on the connotation and extension of personal information, the rights basis of personal information protection and the rights of personal information owners. From

6、the perspective of civil law，this article is about to research the theory basis of personal information protection and its main problems. Through the analyze of other countries’ effective patterns, especially the U.S and
