2、vation model indicates that R&D cooperation will become an important form of knowledge production for corporations. Foreign corporations attach more importance to R&D cooperation，and regard

3、 it as the most effective means to acquire new technology when confronted with international competition. R&D cooperation also provides an available idea for the reconstruction of our loose corporatio

4、n R&D system, the enhancement of corporations’R&D capability and core competence. Firstly, this paper has an in- depth economic analysis of the competition or cooperation relationship between corporat

5、ions, in a general setting with uncertainty and spillovers in R&D activity. Based on Transaction Cost Theory and Industrial Organization Theory, we set up a basic model and use it to compare the

6、expected profit and investment level at different stages, and analyze the internal incentive to cooperate. Meanwhile, this paper employs strategic management, technological innovation economics and evoluti

7、on economics theory to explain the innovation efficiency of R&D cooperation from three aspects including technical resources advantage, technical competitive advantage and knowledge learning advantage. Secon

8、dly, this paper investigates the cost obstacles in the process of R&D cooperation among corporations, and discusses the necessity of government intervention in R&D cooperation. On this basis

9、, this paper has a systematic evaluation on the government behavior in different countries and regions, and summarizes the relevant rules. Finally, this paper analyzes the development of R&D
