3、g Ethics originates from capitalism in Western matured market economy，which is founded on the background of Political system and economic conditions of the western developed countries. It is the synthesis of ideology, th

4、e basic principles of ethics and research methods .Therefore, in our country, the Engineering Ethics requires not only introducing, learning and absorbing experience from the West and their achievements ,but also formin

5、g our own theoretical points of view, the model of paradigm and practice. In the construction and development of the process of engineering ethics, it should be based on China's basic conditions, and fully exploring

6、the “ethical intelligence“, which is the traditional Chinese civilization. That means combining Chinese characteristics with ethics to solve practical problems in practice. Hence，in the author’s point of view, the ethics

7、 of the so-called localization project mainly refers to the Chinese developing model of ethics that can not simply take the theory of transplantation of Western ideas, but need to have theoretical innovation with Chinese
