3、ionallyeffectiveGATTrulesdisciplines“Recallingfurtherthat“theabovementionedlongtermobjectiveistoprovidefsubstantialprogressivereductionsinagriculturalsupptprotectionsustainedoveranagreedperiodoftimeresultingincrectingpre

4、ventingrestrictionsdisttionsinwldagriculturalmarkets“Committedtoachievingspecificbindingcommitmentsineachofthefollowingareas:marketaccessdomesticsupptexptcompetitiontoreachinganagreementonsanitaryphytosanitaryissuesHavin

5、gagreedthatinimplementingtheircommitmentsonmarketaccessdevelopedcountryMemberswouldtakefullyintoaccounttheparticularneedsconditionsofdevelopingcountryMembersbyprovidingfagreaterimprovementofopptunitiestermsofaccessfagric

6、ulturalproductsofparticularinteresttotheseMembersincludingthefullestliberalizationoftradeintropicalagriculturalproductsasagreedattheTermReviewfproductsofparticularimptancetothediversificationofproductionfromthegrowingofi

7、llicitnarcoticcropsNotingthatcommitmentsundertherefmprogrammeshouldbemadeinanequitablewayamongallMembershavingregardtonontradeconcernsincludingfoodsecuritytheneedtoprotecttheenvironmenthavingregardtotheagreementthatspeci

8、aldifferentialtreatmentfdevelopingcountriesisanintegralelementofthenegotiationstakingintoaccountthepossiblenegativeeffectsoftheimplementationoftherefmprogrammeonleastdevelopedfoodimptingdevelopingcountriesHerebyagreeasfo

9、llows:programmesthatqualifyasexemptfromreductionunderAnnex2tothisAgreementwhichis:(i)withrespecttosupptprovidedduringthebaseperiodspecifiedintherelevanttablesofsupptingmaterialincpatedbyreferenceinPartIVofaMembersSchedul

10、e(ii)withrespecttosupptprovidedduringanyyearoftheimplementationperiodthereaftercalculatedinaccdancewiththeprovisionsofAnnex4ofthisAgreementtakingintoaccounttheconstituentdatamethodologyusedinthetablesofsupptingmaterialin

11、cpatedbyreferenceinPartIVoftheMembersSchedule(e)“exptsubsidies“referstosubsidiescontingentuponexptperfmanceincludingtheexptsubsidieslistedinArticle9ofthisAgreement(f)“implementationperiod“meansthesixyearperiodcommencingi

12、ntheyear1995exceptthatfthepurposesofArticle13itmeansthenineyearperiodcommencingin1995(g)“marketaccessconcessions“includesallmarketaccesscommitmentsundertakenpursuanttothisAgreement(h)“TotalAggregateMeasurementofSuppt““To

13、talAMS“meanthesumofalldomesticsupptprovidedinfavourofagriculturalproducerscalculatedasthesumofallaggregatemeasurementsofsupptfbasicagriculturalproductsallnonproductspecificaggregatemeasurementsofsupptallequivalentmeasure
