1、The focus of this research is in the area of Intellectual Property Rights (IPR) protectionwhich has been a continuing concern by most member countries of WTO.The central issue iswhether to adopt a strong or weak IPRs pro

2、tection.Developed countries tend to use varioustypes of pressure to induce developing countries to enforce IPRs law strictly.On the otherhand, the Trade-Related Aspects of Intellectual Property Rights (TRIPS) appears to

3、require aminimum standard for IPRs protection by its desire for IPRs to contribute to the promotion oftechnology transfer.Developed and developing countries, and particularly, those with agrowing technological capacity,

4、expect foreign technology transfer to increase whenstrengthening their intellectual property protection (IPR) rights.However, some developedand developing countries are reluctant to follow the requirement of TRIPS becaus

5、e of theirperception that IPRs protection has scarcely brought those benefits or that they suffer from it.These concerns serve as the rationale for the general purpose of this study, which is toinvestigate the stronger i

6、mpact of IPRs protection on technology transfer and R&D spilloverin developed and developing countries.The objectives of this study are: first, to investigatethe impact of IPR protection on technology transfer in both se

7、lected developed anddeveloping countries; second, to investigate the role of R&D spillover in transferringtechnology.The study uses panel data from 30 countries during 2000-2011 with fixed effectand random effect models.

8、The level of technology transfer is measured by the impact of IPRsprotection variable on the productivity growth of a country.This study uses the IPR protectionsurvey variable representing the degree of IPR protection in

9、 each country which is categorizedby the specific characteristics of countries.Secondly, to measure the spillover effect ontechnology transfer I constructed foreign R&D spillover variable using imports as weightsand empl

10、oyed the endogenous growth framework to estimate productivity with respect toforeign R&D spillovers for the sample, the data for the research was obtained from relevantinternational agencies and organizations.The finding

11、s from this research provide evidencethat R&D expenditure (spillover effect) plays a key role in technology transfer; IPR protectionalso has an impact on technological progress, and strong IPR protection increases techno
