3、itariansectthereisconsiderablereganizationofthenecessarilyagilesupplychainsnecessarytodeliverreliefduringdisasters.Thisreganizationhasincludedthedesignationofclustersfdifferenttypesofactivitysignificantlyleadershipofthec

4、lustertospecificganizations.Thisarticleappliestheconceptofafourthpartylogisticsproviderontheclusterconcepttohelpdevelopaconceptfhowtheclusterleadsthemselvesshouldoperate.Keywds:4PLclusterleadshumanitarianlogisticsconcept

5、ualⅠIntroductionRecentlyhumanitarianaidhasbeenreganizedaccdingtothe“clustersystem”groupingganizationstogetherinareassuchaswatersanitationcampmanagementlogistics.Thepurposeofthisreganizationhasbeentodealwithasetofcodinati

6、onissuesincludingoverlappingprovisionofreliefunclearresponsibilityfatriskpopulations.Eachclusterhasbeenassignedaglobalclusterleadalthoughtheclusterleadshavebeenassignedasetofresponsibilitieswhatislessclearishowtheyshould

7、hlethem.Thatisgiventheconstraintsinherentinthehumanitariansystemhowistheglobalclusterleadintendedtofulfillitsresponsibilitiesinasettingwithmanyindependentganizationsthatoftenobjecttobeingdirected.Thispapersuggeststhatthe

8、conceptofafourthpartylogisticsprovider(4PL)canusefullybeemployedfadiscussionofhowtheglobalcluster3technologyofitsownganizationwiththoseofcomplementaryserviceproviderstodeliveracomprehensivesupplychainsolution.Thisdefinit

9、ionissomewhatatypicalfrecentconceptionsof4PLswhereitdoesnotrelyonhavingconsiderableassetsphysicalinvestmentsbutitisverymuchrelevanttotheclusterleadswhohaveexactlythischallengeofbeingabletomatchtheirowncomplementarycapabi

10、litiestodealwiththeneedsofthecluster.Theseexamplesillustratetherelevanceofthe4PLconceptftheclusterleadsbutamedetailedexplationoftheelementsoftheiginal4PLconceptcangiveusabetterinsightintothematchbetween4PLsclusterleads.T

11、hesefourmainthemesareusefulfdescribinga4PLbuttheycanbeimprovedbytyingthemmeexplicitlytoexistingliteraturewhichhasmetosayaboutthemechanismsreasonsbehind4PLs.Toanswerthequestionofhowtheglobalclusterleadsfitwiththe4PLconcep

12、tthenitisnecessarytodiscussthefourthemesarchitectintegratcontrolroomsupplychaininfomediaryresourceproviderincontext.Feachofthefourthemesitisalsopossibletorelatethemdirectlytoexperienceswiththeclusterleadshereusingexample

13、sfromthelogisticsclusterfconsistency.ArchitectIntegrat.Theabilitytobeanarchitectintegratiscetothedeionofa4PLintheliteraturemeanshavingthecompetencetocarryoutsupplychaindesignaswellasthesupptingskillswithinprojectmanageme

14、ntcustomermanagementtoenablethesupplychaintowkatanoveralllevel.Itcanbebasedoneitherastrongcompetencewithinsupplychaindesignasaresultofextensivewkasa3PLconsultantintheindustrybutalsoonbeinginanindependentpositionmakingite

15、asiertomakeoverallarrangementsthatarebeneficialfthesupplychaininquestion.Thismakesthe4PLlessvulnerabletoallegationsoffavingtheuseofitsownresources–atleastwhereitdoesnothaveheavy3PLstyleassets.Thisfitsquitewellwiththeconc

16、eptofaclusterlead.Theclusterleadismeantto“makethesystemwk”throughfocusingoncodinationprimarilyofotheractsalthoughtheclusterleadcanbeafullparticipantinthereliefoperation.FexamplewhenWFPistheclusterleaditwillnaturallycarry
