3、irection for the future of video coding technology ,the joint video team is composed of Video Coding Experts Group (VCEG) of the International Telecommunication Union (ITU-T) and the Moving Picture Expert group (MPEG) of

4、 the International Organization for Standardization (ISO) / International Electrotechnical Commission (IEC) .And rate control which is the most inportant component of video code technology has a great infulence on the s

5、tream and video quality. The main research content and innovation are as follows: 1. We talk about the system and principle of the H.264/AVC, and new technologies used in the new video code standand, such as Intra-predic

6、tion, inter-frame prediction, entropy coding and filter box, etc. 2. We presentation the rate control technology’s research purposes, principles and its devolopment, and then introduced the rate-distortion theory which i

7、s closely related to the rate-distortion theory. Introduced some of the classic rate control algorithms in the original standards . 3. Then introduced rate control algorithms in the H.264/AVC standard. the main is the JV

9、 proposed on basic unit layer,which is used both the peak signal noise ratio and the mean absolute difference to predict the encode complexity besides the location weighted .Because of the high computational complexity o

10、f the linear model for MAD prediction and taking into account the space and temporal correlation ,a MAD weighted model reducing the computational complexity is presented ,which passed over updating the parameters of line

11、ar model. The simulation results shows that ,compared with the algorithm using in JVT-H017 by JM8.6,the output has a more accurate bitrate ,more stable bit stream and better qulity of pictures,and also can meet the requi
